FINDINGS OF STUDY CONCERNING CONCRETE DELIVERED TO OLKILUOTO

The concrete for Olkiluoto reactor building exceeds in all respects the strength
requirements set for it. According to the findings of an expert study, the
reactor building's concrete also exceeds manifold the set long-term durability
requirements.

The design of Olkiluoto nuclear power plant is the responsibility of the Franco-
German Framatome-ANP-Siemens consortium, which also specifies the quality
requirements of the concrete used in the structure of each power plant unit.
These specifications are separately approved by Teollisuuden Voima Oy and the
Radiation and Nuclear Safety Authority of Finland before the concrete is
produced.

When producing the concrete mix, Lemminkäinen's subsidiary Forssan Betoni Oy has
complied with the concrete mix design specifications and instructions that it has
received.

Normal tests conducted during the casting works and immediately thereafter have
shown that the reactor building's concrete unambiguously meets the compression
strength requirements set for it.

The concrete's long-term durability has been studied by Finland's foremost
authority in the field of concrete technology, Dr. Vesa Penttala, Professor of
Building Materials Technology at Helsinki University of Technology.

It is clear from the conclusions of Professor Penttala's study that the Olkiluoto
concrete exceeds manifold the long-term durability requirements set for it.
Professor Penttala also states that the cast-in-situ concrete does not need any
kind of extra protection from moisture. The key conclusions of the study have
been sent to Framatome, Teollisuuden Voima and the Radiation and Nuclear Safety
Authority. Framatome and Teollisuuden Voima have also requested and been
furnished with copies of the study in its entirety.

Forssan Betoni Oy is Finland's leading concrete producer and the concrete plant
set up at Olkiluoto is representative of the industry's latest technology.

Lemminkäinen has from the very start of the project been well aware of the
exceptional quality standards and requirements applied in nuclear power plant
construction. These quality requirements have been duly fulfilled by the company.
Lemminkäinen will make every effort to get the concrete production at Olkiluoto
restarted as soon as possible.
